Heart rate and occasional/frequent/constant

I was recently asked to review an FCE done by another provider (non Matheson) and comment on it.  A few places in the report the evaluator has them complete the gross motor task (ie: stair climbing) and reports their heart rate and says something to the effect of, "becuase their heart rate was 110 beats per minute while climbing the stairs, this corresponds to the ability to climb stairs in the Frequent category".

Has anyone heard of this?  Is there research to support that heart rate at a certain level during a certain activity will determine occasional or frequent?
