Bend vs stoop

In doing a JTA I use the phrase- under Stoop - employeed may bend or stoop  -  the payor stateded that the employee does not stoop and must be able to bend.  So I have been trying to find a definition for bend and for stoop- I can find one for stoop it in the revised analysis for jobs which states that stoop is the action of bending at ones waist with knees unlocked.  Which one is the "proper" one to use?

These are the definitions I

These are the definitions I use.  Not sure where I got them.  I think that stooping also can/involves a longer duration of "bending". 

Bending- Flexing the lower back forward and downward with minimal flexion of the lower extremities.

Stooping- Bending body downward and forward by forward flexing the spine at the waist and the lower extremities.
