I have a FCE client who does not want to be retrained. He has macular degeneration and recently recovering from anuerysm repair. He does not meet JA's as submitted. Therefore, I do not think he will benefit from work conditioning nor does he need further Medical assessment- How do I recommend case closure? or are there any other ideas for the "next step" in this process? He has been out of work for 4 years.

Here is what our clinical advisor said:
I often include the recommendation that;
"The client may benefit from the services of vocational counseling to assist in identifying work that falls within the client's current abilities."
Not wanting to be retrained is not a hindrance to case closure. Vocational counseling/retraining is a state funded service in my state-everyone is entitled to it, whether or not they accept it.
Why he would automatically not benefit from work conditioning because he does not meet the JA's demands eludes me. Sounds like an excellent reason to consider this-but I am sure you know more about his case than I do.

A couple of thoughts: first, what was the reason for referral? If it is to match him to a job (you said he doesn't met the JA's submitted) then your respone should be that he does not match to those jobs. I would next follow up with a conversation WITH THE REFERRAL SOURCE about case resolution options. Is there another OAE than is available?
The worker's comment about not wanting to be retrained is a very limiting comment; the case manager may have other opinions as to case resolution paths that do no include retraining.
